Hurricane Maria devastated the island of Puerto Rico in its entirety. In the days afterward, there is no electricity anywhere on the island, nor a grid to reestablish. There’s no estimate for getting the electricity flowing again for months, up to half a year. And the federal government isn’t moving a finger to help out.

The Atlantic hurricane season has been milder in recent years. Since the damage done by Hurricane Sandy in 2012, there hasn’t been another of similar dimensions. This year, however, already saw two devastating hurricanes reach American coasts before Maria, provoking great damages to the states of Texas and Florida. The number of those affected had already reached the millions, whether for power outages or damage to material goods.

Then came Maria

Puerto Rico is a culturally hispanic island, a possession of the United States as a consequence of a conflict with a declining Spanish Empire, which would lose all of its Caribbean possessions toward the end of the 19th century. It suffices to say that the island, not being a state, is a vestige of colonialism—its citizens are American citizens with all the privileges and duties that entails, but without representation in the federal legislature or a vote in the Electoral College that decides the president. The history of the island, a Spanish possession from the first contact with the Taíno tribe, makes it such that the island’s culture is markedly different from that of the mainland.

The response to hurricanes Harvey and Irma was swift. The affected states, Texas and Florida, received generous guarantees of help and reconstruction of essential infrastructure. Those states, as it were, are reliably Republican at the legislative and state levels. With a majority in Congress and not unwarranted national sympathy, a green light on help was simple.

In Puerto Rico, meanwhile, the entirety of the island is without power and there is a growing shortage of food, medications, and construction materials. Agriculture on the island was decimated, guaranteeing that this year, it will be unable to produce even a minuscule fraction of the food it needs. Dams, telecommunications equipment, and much other vital infrastructure are either in risk of failure or destroyed. The destruction on the island is, for means of human inhabitation, all-encompassing. Electricity will take months to come back online. There’s no estimate for how long it will be for hospitals to normalize, that food will be guaranteed, and that damaged buildings will be rebuilt.

It suffices to say that the island, not being a state, is a vestige of colonialism

If the reaction was productive and constructive after the previous hurricanes, how might it be after Maria? To the surprise of no one, the press has produce minimal coverage of the consequences for Puerto Rico, preferring instead a spat between the NFL and the president. The president himself took his time to make a public statement. What did he have to say? A Twitter lecture on the vast indebtedness of the island. Since then, guarantees of help have been scarce and the island is lacking. The marine law that impedes foreign ships to dock in American ports, suspended for Harvey and Irma, will not be for Puerto Rico.

That the discrepancy between the treatment of Texas and Florida and that of Puerto Rico doesn’t appear to be mere coincidence is evident. The administration and the Republican party have shown themselves to be less worried about the plight of racial minorities, if not outright, openly racist. That Puerto Rico isn’t a state complicates the already tepid reaction it has gotten in wake of tragedy is also evident. We forget about Puerto Rico because it doesn’t conform to the system that dominates it. Colonialism is alive and well, and of it here we have our best example.

Que o efeito do aquecimento global é a tendência para furacões e todo o tipo de tempestade aumentarem em frequência, força e tamanho é conhecimento geral. A esmagadora maioria dos cientistas no mundo inteiro concorda que o aquecimento global é real e tem efeitos climáticos que intensificam as fúrias da natureza. Grande parte da porcentagem minúscula dos pesquisadores que está em desacordo com isso é, sem surpresa, bancada por interesses de indústrias poluidoras. Só não vê quem não quer, como diz o ditado.

Que há um setor da sociedade ocidental que o nega ou o questiona também é indiscutível. Uma fração pequena e consternadora de pessoas rejeita o consenso científico que nos explica o fenômeno de mudança climática. E aqueles que não querem ver estão entre nós e influenciam vizinhos que também não querem ver, e assim por diante. Esta gente não quer nada a ver com verdades inconvenientes que supõem que o seu estilo de vida tem algo de errado e causa consequências para o planeta que nos sustenta. Essa rejeição de ciência climática junta-se ao surgimento da popularização de outras atitudes anti-científicas, um verdadeiro problema dos nossos tempos modernos.

Contudo, o que se torna cada vez mais evidente, até científico, é a inabilidade de o presidente atuar para um interesse que não seja pessoal

.

Para que serve a elaboração da ciência climática então? Pois, perante as forças do furacão Harvey, o presidente tem-se mostrado incapaz de mostrar o mínimo de preocupação para com as (eventuais) vítimas deste desastre natural. As proporções dos danos causados pelo furacão já atingem recordes para o país e já se sabia que ia ser o caso antes de chegar às costas do Texas. Entretanto, o presidente teve apenas “boa sorte!” a dizer para os afetados.

Perante esse cenário, perdoou formalmente um xerife conhecido por ter feito de prisões sob o seu comando uma espécie de campos de concentração, entre outras violações de direitos humanos. O cancelamento do programa DACA também foi concretizado durante esse período. O DACA dá uma forma de anistia legal aos imigrantes sem documentos que foram levados para o país quando pequenos. Assim podem trabalhar, estudar e pagar impostos sem complicações, mas sem uma via para a cidadania. Os dreamers (sonhadores), como são chamados, têm uma imensa simpatia nacional. O motivo de revogar os seus direitos explica-se pela condição de, apesar de crescer a vida toda nos Estados, serem imigrantes sem documentos. Também foi posta em prática a proibição de pessoa trans a servir nas forças armadas.

Tanta notícia desagradável, sem sentido prático e impopular de vez. Tudo num contexto de preocupação mediática (devida) ao furacão.

O que isso nos mostra é que Trump apenas serve aos seus interesses e aproveita de momentos de distração ou maior importância para fazer o ilícito que não passaria tão facilmente pelo público ou até pelo Congresso. Enquanto cumpre com as suas promessas da campanha, de qualquer jeito, tenta enganar o público geral dos apectos mais impopulares por meio do caos. Não importa a dimensão de tragédia, desde que seja um momento oportuno para implementar uma política que prefere.

That the effects of global warming are a tendency for hurricanes and all sorts of storms to grow in frequency, strength, and size is general knowledge. The vast majority of scientists across the world agree that global warming is real and has climactic effects that intensify nature’s wrath. A large part of the minuscule percentage of scientific research that disagrees with these sort of conclusions is, to the surprise of no one, funded by polluting industry groups. Those who don’t see it simply don’t want to.

That there is a sector of Western society that denies or questions this is also unquestionable. We have those who don’t see it among us, who influence others who don’t want to see it in neighboring places. A small, consternating fraction of people reject the scientific consensus that explains climate change to us. These people don’t want anything to do with inconvenient truths that suppose that their lifestyles or their livelihoods are bad or have consequences for the planet that gives us sustenance. Rejecting climate science goes along with a surging popularization of other anti-scientific attitudes, a true problem of our modern times.

However, what has become ever more evident, scientific even, is the inability of the president to act in any interest that isn’t personal

.

What does the elaboration on climate science have to do with anything? Well, confronted with the forces of Hurricane Harvey, the president has shown himself to be incapable of showing a minimum of preoccupation with (eventual) victims of this natural disaster. The scale of damage caused by the hurricane is already reaching records for the country and it was known that it would be the case before it arrived on the shores of Texas. Regardless, the president only had “good luck!” to say to those affected.

In the midst of this scenario, he pardoned a sheriff known for making prisons under his management into what was described as concentration camps, among other human rights violations. The cancelation of the DACA program was also concretized in this period. DACA gives a form of legal amnesty to undocumented immigrants who were taken to the country as small children. This way, they can work, study, and pay taxes with no complications, but also have no route to citizenship. These people, who are popularly called Dreamers, have widespread sympathy across the country. The motive for revoking their rights is explained by their status as undocumented immigrants, despite growing up their whole lives in the US. The ban on trans people serving in the military was also formally implemented.

So much unpleasant, senseless, and unpopular news all at once. All of it in a context of (deserved) media preoccupation with the hurricane.

.

What this shows us is that Trump serves only his own interests and takes advantage of moments of distraction or greater interest to accomplish illicit acts that wouldn’t pass by the public or even Congress so easily were it not the case. While he makes good on his campaign promises, in whichever way possible, he attempts to hide the most unpopular aspects of them from the public amid chaos. It doesn’t matter what the dimension of tragedy is, so long as the moment is opportune for implementing his preferred policies.

O presidente dos Estados Unidos da América não consegue denunciar, com o mínimo de convicção, a supremacia branca

.

Choca ler esta frase escrita sozinha assim? Pois, choca. Mas não deixa de ser verdade por isso. Foi assim mesmo a resposta do presidente às marchas da extrema-direita e neo-nazistas na cidade de Charlottesville, no estado da Virgínia, no fim de semana passado. Primeiro denunciou o acontecido em clamor aos “múltiplos lados maus”. Depois, recuou com uma denúncia mais completa dos grupos neo-nazistas presentes nos atos e da violência que lá ocorreu. Mas não durou mais do que um par de dias, pois recuou outra vez em uma coletiva de imprensa incoerente, onde deixou escapar lapsos freudianos que indicavam um apoio ao nomeado “alt-right”. Em suma, o presidente não consegue tapar a sua afinidade pelos movimentos mais apegados às ideias de supremacia branca. Já sabíamos disso desde a sua campanha eleitoral.

É inaceitável ter um presidente de um país democrático que apoia essas ideias, especialmente de modo tão flagrante.

Que não seja ambíguo para ninguém: a marcha que decorreu em Charlottesville foi em protesto da retirada de um monumento à Confederação. Os Estados Confederados da América foram uma tentativa em vão de manter o sistema de escravidão, em plena rebeldia contra a União e a opinião pública crescente da época, através da sucessão dos estados declarados escravistas da região Sul dos Estados Unidos da América. Sem mais. Por isso, os grupos da ideologia de supremacia branca (e sim, os neo-nazistas mesmo) têm adotado os símbolos da Confederação.

Esses mesmos grupos ameaçavam durante semanas invadir a cidade de Charlottesville em resposta à retirada da estátua confederada. No final de semana passado, invadiram-na, marchando com gritos de todo o tipo contra as minorias não brancas. Não foi, aliás, uma marcha de dois lados. Foi a reunião de grupos extremistas, unidos pela preservação da supremacia da raça branca. Invadiram uma cidade que ousou contrariar as suas crenças.

Sem a convivência de grupos minoritários com a maioria,

não há democracia

.

A verdade inconveniente de ter um presidente que mostra algum nível qualquer de simpatia com essas ideias é que questões raciais serão, durante todo o seu mandato, alvo central do debate público. Isto é, até as pessoas brancas que estavam acostumadas a poder ignorar os problemas raciais, já não podem mais. Não tomar consciência do racismo—estrutural mesmo, desde os anais do poder máximo no país—é escolher estar, passivamente, do lado opressor. É imprescindível e uma responsabilidade única que os brancos renunciem a supremacia branca. Não fazer nada perante a crescente reivindicação dos grupos supremacistas é estar conforme com os seus desejos: manter o poder de estar indiferente à condição de pessoas de outras raças no país. As minorias não têm esse luxo. É isso mesmo que os extremistas marcharam para reivindicar.

É tempo de exigir a saída de todos os simpatizantes de intolerância do governo. Se o presidente já estava emaranhado em problemas de governabilidade, agora será sempre mais. Sem a convivência de grupos minoritários com a maioria, não há democracia.

Esta coluna é publicada a cada duas semanas. Duas semanas são exatos quatorze dias. Este pouco tempo, no entanto, parece o suficiente para que o presidente do país mais potente no mundo se emaranhasse em escândalos meramente por meio do Twitter. É difícil imaginar uma democracia em bom estado de saúde com um líder que governa apenas no seu interesse mais imediato. Ora, cá estamos.

O procurador-geral dos Estados Unidos foi escolhido para aplacar as bases mais conservadoras e nacionalistas do seu partido. Foi entre as primeiras figuras públicas a apoiar Trump desde o lançamento da sua campanha eleitoral. É fiel, portanto, desde o ponto de partida. Foi obrigado a recusar-se de uma investigação sobre o caso de conluio com a Rússia por causa da sua participação na campanha eleitoral. Em seguida, um comitê especial foi criado para investigar o caso—algo que desagrada Trump profundamente. Durante a semana passada, num pico de ira sobre o caso, Trump foi para Twitter reprovar a suposta fraqueza do procurador por se ter recusado.

Que tiremos todos prints dos tweets incriminatórios

.

Já seria absurdo se isto não se tratasse do presidente e dos cargos mais altos do país. Contudo, é o padrão estabelecido de Trump para fazer todo o tipo de declarações políticas. Seja declarações de intenção, sejam elogios ou calúnias a outras personagens políticas, não importa. Revela até informação confidencial, como se nada fosse. Vivemos numa época de governo via Twitter e nem os departamentos do governo sabem como lidar com esta estratégia – como bem vimos no caso da proibição de pessoas trans nas forças armadas.

Decretos curtos e sem o mínimo de elaboração não fazem um governo eficaz. E oproblema é que estamos reduzidos a isso

.

Sem muitas vagas ocupadas, com um presidente desconfiado de qualquer indicação de infidelidade, pouco se pode fazer. Sem que os seus aliados mais fiéis tenham segurança nos seus cargos, o presidente corre o risco de ficar num atoleiro sem saída. Que tiremos todos prints dos tweets incriminatórios.

This column is published every two weeks. Two weeks are precisely fourteen days. That amount of time, in the meanwhile, seems to be enough for the president of the most formidable country in the world to embroil himself in scandals simply via Twitter. It’s difficult to imagine a healthy democracy with a leader who governs only in his immediate self-interest. Well, here we are.

The Attorney General of the United States was chosen to placate the most conservative and nationalistic bases of their party. He was one of the first public figures to openly support Trump from the launch of his electoral campaign. He’s loyal, therefore, from the very start. He was obligated to recuse himself from an investigation into collusion with Russian due to his participation in the campaign. Thereafter, a special committee was set up to investigate the case—something that Trump dislikes profoundly. In the last week, in a peak of rage, Trump took to Twitter to blast the supposed weakness of the attorney general for having recused himself.

Let’s be sure to take screenshots of all the incriminatory tweets

It would already be absurd if this weren’t about the president and highest positions of government in the country. However, it is the president’s established pattern for making all types of political declarations. Whether they are statements of intent, praise or scorn to other political figures, it doesn’t matter. He even reveals classified information on Twitter, just by happenstance. We live in an age of governing via Twitter. Not even the departments of the government know how to deal with this, as evidenced by the case of the apparent ban on trans people serving in the military.

Short decrees without so much as the minimum of detail don’t make for an effective government. The problem is that we’ve become reduced to that. With few positions in the government occupied and a President suspect of any indication of disloyalty, very little can be done. If even his most loyal allies can’t be sure of their jobs, the president runs the risk of getting stuck in a quagmire without an exit. Let’s be sure to take screenshots of all the incriminatory tweets.

Esta semana, a Suprema Corte dos Estados Unidos determinou que pais do mesmo género podem ambos constar na certidão de nascimento dos seus filhos. Foi uma reivindicação da sentença de 2015 que determinou a legalidade de matrimónio homoafetivo em todo o país, sem exceção. Esta sentença reforça a plena igualdade de todos os tipos de casamentos no que diz respeito aos direitos adquiridos pelos casais. Tudo bem até aqui. É importante, tanto para as crianças quanto para os pais, o reconhecimento legal dos seus pais (ou mães) como tal.

Ao contrário de aceitar aparências moderadas de escolhas vindo da Casa Branca, é preciso andar com mais cuidado ainda

Prestemos, porém, atenção à dissidência exprimida pelo juiz mais novo da Suprema Corte, Neil Gorsuch. Gorsuch foi nomeado por Trump e confirmado por um Senado em mãos dos Republicanos esta primavera. No extrato da sua oposição, o juiz mostrou-se disposto a interpretar sentenças prévias do modo mais estrito possível. Isto é, tratando de assuntos sociais, revela-se rigidamente indisposto a expandir direitos para minorias através da corte. Gorsuch busca interpretar a Constituição de forma mais literal e tradicionalista possível. Este reflexo serve uma visão tradicionalista da sociedade que, por acaso, se conforma com os valores da direita religiosa. O juiz, além disso, mostra-se fortemente a favor da expansão dos direitos a armas privadas, algo já polémico no país.

Para quem esteja afetado por este tipo de sentenças, Gorsuch é um pesadelo dos maiores instalado no judiciário. A balança da Suprema Corte está igual que antes da morte do juiz Scalia. A sua nomeação e confirmação, contudo, diz-nos muito sobre a visão jurídica do partido republicano e o presidente do país. Ao contrário de aceitar aparências moderadas de escolhas vindo da Casa Branca, é preciso andar com mais cuidado ainda.
